Job Description
Job Purpose: Under supervision, perform manual labor necessary to develop, maintain, and/or protect city-owned, open space property. Tasks may include but not be limited to such activities as; recreation trail construction and maintenance; recreation trailhead facility maintenance and construction, forest thinning and hazard tree removal; fence construction and maintenance; combating insect, pests, and diseases harmful to trees; constructing erosion and water control structures; restoring vegetation through scarification and seed distribution; equipment repair and maintenance; supply procurement; and biological data collection. Essential Duties: These job functions are the essential duties of the position and are not all-inclusive of all the duties the incumbent may be assigned. Duty 1: Trail Construction/Maintenance This position will work independently and/or as a crew member engaged in the construction and maintenance of recreational trails. The incumbent must display the ability to learn trail construction/maintenance skills and will be required to meet the physical demands associated with transporting equipment to remote locations and performing manual labor for extended periods. 50% Time Essential Tasks: ? New trail construction and existing trail maintenance ? Trail corridor clearing ? Trail drainage feature maintenance and construction Duty 2: Recreation Maintenance and Construction This position will work independently and/or as a crew member constructing, maintaining, and repairing trailhead facilities, perimeter fences, and buildings. The incumbent will also perform maintenance of open space including trimming and mowing wildland grass areas. The incumbent will be responsible for the safe operation of both hand and power-driven tools commonly engaged in construction applications. The incumbent will be required to perform layout measurements and master fabrication techniques required to repair and replicate high quality products of sturdy, durable construction. Incumbent will be working with city staff using and maintaining heavy machinery. 35% Time Essential Tasks: ? Construct new and maintain existing fence, kiosk and recreation features ? Trim wildland grass areas ? Clean and maintain trailhead facilities and grounds Duty 3: Forest Fuel Management and Vegetative Restoration The position participates on a crew involved in activities related to the management of coniferous vegetation in a forest environment and will be involved in the identification and eradication of noxious weeds and the establishment of desired vegetation. The incumbent must have the ability to learn to safely operate equipment used in forest fuel reduction and vegetative restoration. Additionally, the position engages in the operation and maintenance of a track driven mechanical chipping machine in challenging topography. 15% Time Secondary Duties Tasks: ? Remove forest fuels ? Remove/Spray Noxious Weeds ? Use Chipper to dispose of slash Essential Knowledge, Skills and Abilities Related to this Position: Knowledge of: • Hand and power tool operation. • Silvicultural practices and principles. • Flora occurring within Helena’s open lands system. • Sustainable trail principles and practices • Map/Compass/GPS field orientation Skill or ability to: • Safely operate hand tools, power tools, saws, mechanized equipment, 4-wheel drive vehicles, and UTV’s. • Perform maintenance tasks using a variety of hand and power tools. • Construct structurally sound recreational facilities including trail signs, kiosks, benches, fences, and gates. • Perform or quickly learn the variety of skills needed to perform assigned duties. • Establish and maintain positive relationships with City employees, supervisors and the public. Physical Demands: The position requires the ability to sit, stand, walk, kneel, crouch, stoop, squat, crawl, twist, climb, push, pull, and lift up to 50 pounds. The position requires the ability to travel to different locations and worksites including hiking up to 6 miles. The position will have exposure to cold, heat, noise, outdoors, vibration, chemicals, explosive materials, mechanical hazards, electrical hazards, confined spaces, vehicle traffic and confrontational members of the public. Safety • Performs all functions in the safest possible manner and according to policies and procedures. Participates fully with safety trainings. Reports unsafe work conditions and practices, work-related injuries, illnesses, and near-misses as soon as possible to assigned supervisor. • Wear proper personal protective equipment for the duty assigned. • Abide by the City of Helena and department/division work practices established for specific job assignments and occupations. • Completes reports related to occupational injuries, illnesses and near misses which are immediately delivered to their supervisor. Follow supervisor instructions for obtaining first aid and/or medical attention. Participate in accident investigations as requested by the supervisor. • Participate fully in safety training. Suggest improvements in safety training requirements or programs to the supervisor or the safety committee. • Identify unsafe work conditions and unsafe practices. Correct hazards or report them to the supervisor or safety committee as appropriate. Minimum Qualifications (Education, Experience and Training): • This position requires previous experience in the operation of hand tools, power tools, saws, four-wheel drive vehicles, and UTV/ATV’s. This position requires the incumbent to be 18 years or older on the start date of the position due to the equipment operated.
